working systems all over the world with numerous business models supposed to
aim whole society categories whether privately or publicly funded but the level
of harmony between each of them and other working component within the same
system reflect the professionalism in the process of design. One other highly
significant core would mention here, that professionalism of designing means
not only theoretically but also never going far from the need of public health
welfare demands. In other way, as much as the system more flexible with each
community members, as much as this system going more to be succeed with society
and state policy. But there are no other benefits with good designed working HC
system. Actually there are huge especially with hierarchical management model and
